On June 4, 2025, at about 9:30 PM, in Arayat, Pampanga, operatives of the Regional Anti-Cybercrime Unit 3 (RACU 3) conducted an entrapment operation that led to the arrest of a 26-year-old man, alias “Rico,” for sexual abuse and exploitation of a 17-year-old girl.
The operation stemmed from a complaint filed by a 17-year-old girl, alias “Coleen,” along with her parents, at the RACU 3 office. According to the victim, she brought her malfunctioning cellphone to the suspect for repair. Three weeks later, after receiving her phone back, she started to receive threatening messages from the suspect through Messenger.
In the messages, the suspect claimed to have accessed and downloaded explicit videos. He used these materials to coerce her into meeting him for sexual favors, promising not to spread the content in exchange. This incident escalated in severity, leading “Coleen” to fear for her safety. Concerned for her well-being, she and her parents decided to report the matter to the authorities, prompting an investigation that resulted in the arrest of the suspect.
“Rico” is facing charges for violations of RA No. 11930 (Anti-Online Sexual Abuse or Exploitation of Children or OSAEC and Anti-Child Sexual Abuse or Exploitation Materials or CSAEM Act of 2022) in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).
The operation supports the directive of Police General Nicolas D. Torre III, Chief of the PNP, to strengthen cyber patrolling and take immediate legal action to ensure that cybercriminals do not have a place on social media platforms. Police Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group, commended the operatives for the successful operation and rescue of the victim. “Online abuse of children will not be tolerated under any circumstances. Those who exploit or harm minors will be held fully accountable and face the full force of the law. We urge the public to remain vigilant and report any suspicious activity. Your cooperation is vital in safeguarding our children and protecting the most vulnerable members of our society,” he stated.
