On May 12, 2025, at about 10:00 PM in Pasay City, operatives of the Southern District Anti-Cybercrime Team conducted an entrapment operation that led to the arrest of a 30-year-old Chinese national, alias “Liu,” for blackmailing a 19-year-old waitress using an explicit video of her.

The operation stemmed from a complaint by the victim that the suspect, a customer at the restaurant where she worked, offered her money through persistent text messages in exchange for a sexual intercourse.

Eventually, the victim agreed and went to the suspect’s residence, where they engaged in sexual activity. Without her knowledge, the suspect secretly recorded her naked. Later, she was shocked to receive a lewd video of herself from him. When she asked him to delete it, he instead demanded for another sexual intercourse, which she refused. Upon her refusal, he began to threaten and blackmail her, prompting her to seek assistance from the authorities.

 During the arrest, “Liu” resisted the operatives and tried to flee. He also attempted to bribe the arresting officers in exchange for his release.

“Liu” is facing charges for violations of Article 286 (Grave Coercion) of the Revised Penal Code (RPC), and RA No. 9995 (Anti-Photo and Video Voyeurism Act), both in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).

In addition, he faces further charges for violation of Articles 210 (Direct Bribery) and 151 (Resistance and Disobedience to a Person in Authority) of the RPC, committed during the course of the arrest.

This operation supports the directive of Police General Rommel Francisco D. Marbil, Chief of the PNP, to ensure that cybercrime laws are fully implemented and violators are promptly penalized. Police Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group (ACG), commended the team for the successful operation. He also stated, “The PNP ACG is dedicated to ensuring that those perpetrators of online abuse are held accountable. We encourage the public to report such crimes and cooperate with us to help protect individuals from these criminal acts.”
