On July 23, 2025, at about 7:45 PM in Tuguegarao City, Cagayan, operatives of the Regional Anti-Cybercrime Unit 2 (RACU 2) conducted an entrapment operation that resulted in the arrest of a 26-year-old man, alias “Ken,” for threatening and harassing a woman online using nude photos and videos.
The operation stemmed from the complaint filed by a 25-year-old woman, alias “Annie” against the suspect whom she had an intimate relationship since December 2024. Allegedly, when the victim ended the relationship due to his increasingly abusive behavior, including incidents of both physical and psychological violence, the suspect began threatening her. He claimed that he would release her nude photos and sex videos if she refused to meet with him and rekindle their relationship. He used these materials to manipulate and emotionally torment her.
On July 19, 2025, the suspect sent copies of the victim’s explicit videos to her new suitor. Later, on July 23, 2025, the suspect once again used the videos to coerce the victim into engaging in sexual activity.
“Ken” is facing charges for violations of Articles 282 (Grave Threat) and 286 (Grave Coercion) of the Revised Penal Code and RA No. 9995 (Anti-Photo and Video Voyeurism Act of 2009), all in relation to Section 6 of RA No. 10175 (Cybercrime Prevention Act of 2012).
This operation supports the pillars of Police General Nicolas D. Torre III, Chief of the PNP, to ensure that anti-cybercrime laws are fully implemented and violators are promptly penalized.
Brigadier General Bernard R. Yang, Acting Director of the PNP Anti-Cybercrime Group (ACG), commended the operatives for the successful operation. He also stressed to the public, “Blackmail and threats have no place in any relationship. We urge victims to speak up, come forward, and report such abuses to the nearest ACG office. We are here to protect your rights and bring perpetrators to justice.”
